1.01 Purpose and use.

a. It is the purpose of these Special Regulations to establish uniform minimum equipment and accommodation standards for monohull and multihull yachts racing offshore. A proa is excluded front these regulations,

b. These Special Regulations do not replace, but rather supplement, the requirements of governmental authority, the Racing Rules and the rules of Class Associations and Racing Systems. The attention of owners is called to restrictions in the Rules on the location and movement of equipment.

Эти Правила не заменяют, но скорее дополняют требования правительственных организаций, гоночных правил и правил ассоциаций классов. Внимание владельцев обращается на ограничения в Правилах касающиеся размещения и перемещения оборудования.

c. The Offshore Racing Council strongly recommends the use of these Special Regulations by all organisers of offshore races. Race Committees may select the category deemed most suitable for the type of race to be sailed

1.02 Owner's responsibility.

a. The Safety of a yacht and her crew is the sole and inescapable responsibility of the owner, or owner's representative who must do his best to ensure that the yacht is fully found, thoroughly seaworthy and manned by an experienced crew who are physically fit to face bad weather. He must be satisfied as to the soundness of hull, spars, rigging, sails and all gear. He must ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is to be used.

Безопасность яхты и ее экипажа является исключительной и неизбежной обязанностью владельца или его представителя, которые должны сделать все возможное для обеспечения того, чтобы яхта была полностью снабжена, во всех отношениях мореходна и управлялась опытным экипажем, физически готовым встретиться с тяжелой погодой. Он должен быть удовлетворен прочностью корпуса, рангоута, такелажа, парусов и всего оборудования. b. Neither the establishment of these Special Regulations, their use by race organisers, nor the inspection of a yacht under these Regulations in any way limits or reduces the complete and unlimited responsibility of the owner or owner's representative.

Никакое положение этих специальных Правил, их использование проводящими гонки организациями или контрольный осмотр яхты по этим Правилам ни в коей мере не ограничивают и не снижают полную и неограниченную ответственность владельца или его представителя.

c. Decision to race - A yacht is solely responsible for deciding whether or not to start or to continue racing:-RRS Fundamental Rule 4.

Каждая яхта имеет исключительное и только ей присущее право решать- стартовать или нет и продолжать-ли гонку.

1.03 Definitions, abbreviations, word usage.

Monohull Yacht in which the hull depth in any section does not decrease towards the centre-line.

Permanently installed - Means the item is built in and may not be removed from its permanently installed position for or during racing.

Series Date - Month/year of first launch of the first yacht of the production series

Yacht The word "yacht" shall, be taken as fully interchangeable with the word "boat"

The words "shall" and "must" are mandatory, and "should" and "may" are permissive.
